Phase 1 in pilot deployment with a district council
Project and document management for Zilla and Upazila Parishads
Every publicly funded project and every official document in one system, from proposal to completion, with a permanent and searchable record of how each decision was made.
The problem
The record exists. Finding it is the problem.
A district council approves, funds, monitors and closes a large number of projects each year, and generates official correspondence at every step. The record of that work is usually complete, and usually held across registers, files, spreadsheets and the memory of the officer who handled it.
Answering a question that spans two years or two departments becomes an afternoon of searching, and institutional knowledge leaves the office when staff transfer out.
What it does
What the platform does
Project lifecycle management
Track a project from proposal and approval through allocation, implementation, monitoring and completion. Each stage recorded with its dates, its documents and its decisions attached.
Document management
Official documents registered, categorised and stored against the project or office they belong to. Searchable by subject, date, category or reference, in seconds rather than by filing cabinet.
A complete record of decisions
Who approved what, when, and on what basis. The audit trail is not a reporting feature added later; it is how the system stores information in the first place.
Reporting
Standing reports on project status, allocation and expenditure, and pending items, ready for council meetings and higher authorities without manual compilation.
Role-based access
Officers see and do what their role permits. Access is defined by position, so a staff transfer does not mean a handover of passwords.
Built for multiple councils
Designed from the start to serve many councils on one platform, each with its own separated data, so what is proven in one district extends to the next without a rebuild.
Status
Where the platform stands
Phase 1 is built and in pilot deployment with a district council, in live use. Subsequent phases extend the project lifecycle coverage, the reporting, and inter-office workflow, informed directly by what the pilot is teaching us.
Councils joining the next phase shape it
Early participants influence what we build and get a system shaped around the way their own office actually works. If your council is planning a digitisation programme, the useful conversation is the one that happens before requirements are frozen.
Straight answers
Questions about the platform
What is the Parishad Project and Document Management System?
It is an e-governance platform built by ShikkhaNet Technologies for Zilla and Upazila Parishads in Bangladesh. It manages publicly funded projects through their full lifecycle and holds official documents in a permanent, searchable record with a complete audit trail.
Is the platform in use today?
Phase 1 is complete and in live pilot deployment with a district council. Later phases extend lifecycle coverage, reporting and inter-office workflow.
Can several councils use one installation?
Yes. The platform uses a multi-council architecture in which each council has its own separated data on a shared installation, so a deployment proven in one district can be extended to others without rebuilding.
How does the platform support audit and accountability?
Every approval and decision is recorded with its author, timestamp and supporting documents in an immutable audit trail, and access is granted by official position rather than by individual account sharing.
